On April 1, A law student, Mr. Harsha Kandukuri filed an RTI application regarding the funds and donations made in Prime Minister’s Citizen Assistance and Relief in Emergency Situations(PM CARES). In reply to the application, the PMO has finally revealed that there will be no revelation on the donations as the fund is not a public authority that comes under RTI. The law student from Azim Premji University said that Prime Minister's National Relief Fund (PMNRF) already existed and having another fund did not make sense.
PMO's STATEMENT: “PM CARES Fund is not a Public Authority under the ambit of Secon 2(h) of the RTI Act, 2005. However, relevant information in respect of PM CARES Fund may be seen on the Website pmcares.gov.in"
Mr. Harsha Kandukuri's plans suggest that he will appeal further.
KANDUKARI'S STATEMENT: "The name, composition of the trust, control, usage of emblem, government domain name -- everything signifies that it is a public authority. The composition of the trust is enough to show that Government exercises substantive control over the trust, making it a public authority." By Navya
